Regulatory report: Russia, July 2020

Only products derived from hemp seed are allowed in Russia. Products containing CBD may not be allowed as CBD tends to be regulated alongside THC. There is limited specific regulation of hemp and CBD, however, it is our interpretation that the Russian authorities closely follow Narcotic Drugs and Psychotropic Substances Act and base many of their interpretations on this. This means that the country is in a legal grey area for many aspects. This report provides and overview of the current regulatory regime, along with our interpretation of the law in relation to those aspects that are less clear.
