Regulatory report: Germany, December 2021

Hemp grown from EU-certified seeds or of less than 0.2% THC grown for commercial and scientific purposes is exempt from the legal definition of cannabis in Germany. All parts of the hemp plant exempt from narcotics laws can be processed, but extraction for manufacture of CBD is in a legal grey area. Due to this legal grey area, there are different regulations across the board for CBD and its use in finished products, such as food or cosmetics. This report provides a detailed and up-to-date overview of the current regime for CBD and its related products, covering all areas from extracts and finished products, to medicinal and recreational cannabis, and import and export rules.
