Mexico is set to become a major global market for cannabis and CBD, but its potential has been stymied by congressional inaction. Cannabis reform has been spearheaded by the Supreme Court of Justice of the Nation (SCJN), which has repeatedly ruled since 2015 that the country’s blanket prohibition on cannabis is unconstitutional and has called on Congress to amend the country’s laws accordingly. The SCJN has shown no signs of backing down and has in fact only expanded its interpretation that the country’s cannabis laws are unconstitutional.
