US - Washington DC: The District of Columbia Council has rejected a bill that would have increased access to cannabis by allowing over-21s to self-certify that they would use cannabis for medical purposes without requiring a doctor’s recommendation. The bill also would have given the Alcoholic Beverage Control Board authority to impose civil penalties on stores that were “gifting” cannabis in return for other nominal purchases. Although Washington DC has legalised recreational cannabis, recreational sales remain prohibited due to a federal prohibition on sales in the district.
