Slovenia: A
bill amending the
Drugs Production and Trafficking Act was rejected in the Health Committee of the National Assembly, according to local
press reports. The bill would have replaced the entirety of the cannabis plant, including hemp, on the narcotics list with the definition of cannabis enshrined in the 1961 UN Convention on Narcotic Drugs and would have increased the maximum THC permitted in hemp cultivated for industrial purposes from 0.2% to 1%. During the
debate, the state secretary expressed the government’s opposition to the bill, arguing that the bill was a disguised attempt to legalise cannabis and that it would serve as a backdoor for the use of cannabis for recreational purposes.
