Regulatory framework still needed in Portugal

Portugal now appears to welcome cannabis investment (mostly for cultivation), but with a population of approximately 10m the national market can be considered limited in size. There are some brands with products on the market, however the lack of a proper regulatory framework has led to inconsistent enforcement and unclear rules.

That said, changes could be on the horizon. The industry is clamouring for legislation to resolve the lack of clarity over hemp extracts, meaning it would not be surprising if further regulation in that area of hemp was also proposed soon. Additionally, changes to cosmetics could be made following the Kanavape decision, and bills relating to recreational cannabis have also been presented.
