Costa Rica: An amendment to the hemp and medicinal cannabis law, eliminating the need for a licence for cultivation, production and sale, has come into force, leaving only the need for authorisation as for any other agricultural crop. The country is still awaiting further cannabis regulations after former president Carlos Alvarado admitted they would not be ready as intended before the end of his term in office, which expired on 8th May.

US - California: Assembly Bill 1885 was passed by the Assembly and now heads to the Senate. It would allow veterinarians to recommend cannabis products for therapeutic use or as dietary supplements for animals. It would also require the Veterinary Medical Board to put forward guidelines for vets recommending cannabis by 2024.

US - California: Assembly Bill 1894, which would set out new requirements for the packaging and labelling of cannabis and cannabis products, was passed by the Assembly and now moves to the Senate.

US - Connecticut: House Bill 5329 has been signed into law by governor Ned Lamont. The bill makes several amendments to the state’s cannabis statute, including imposing advertising restrictions and imposing penalties for “gifting” cannabis in certain transactions.

US - Rhode Island: Rhode Island yesterday (25th May) became the 19th US state to legalise recreational cannabis when governor Dan McKee signed companion bills HB 7593 and SB 2430 into law, press reports. Recreational sales are set to begin on 1st December. Adults (21+) will be able to purchase and possess up to 1 oz of cannabis. They will also be allowed to grow up to six plants (three mature) for personal use. Recreational sales will be subject to the 7% state sales tax, a 10% excise tax, and a 3% local tax. To expedite the start date for sales, medical cannabis dispensaries will be able to start sales in December by applying for and receiving a hybrid retailer licence costing $125,000.

US - Vermont: Senate Bill 188 has been passed by the legislature and sent to the governor for final approval. It would allow the Vermont Cannabis Control Board to regulate hemp-derived cannabinoids, specifically including CBD, delta-8 and delta-10 THC, that are sold in medical and recreational cannabis dispensaries, among other things.

Canada: Aqualitas has recalled one lot of dried cannabis pre-rolls sold in Prince Edward Island as Green Harvest Organics Islander CBD and in Nova Scotia as Reef Organic CBD Chill Pack (Charlotte’s Angel). The product was incorrectly labelled with THC, and combined total THC and CBD, levels understated, and the level of CBD overstated.

US - Rhode Island: The legislature has passed companion bills – House Bill 7593 and Senate Bill 2430 – to legalise recreational cannabis, which now head to the governor, who is expected to approve. They would allow the adult (21+) purchase and possession of up to 1 oz of cannabis and allow home growing of up to six plants (three mature) for personal use. Recreational sales would be able to begin on 1st December 2022 and would be subject to the state 7% sales tax, a 10% excise tax, and a 3% local tax.
